The relative path will depend on where the resource containing the link (for example, a FoxWeb script) is located, relative to the resource addressed in the URL. If they are in the same folder, then the relative URL is everything before the last slash. In this case, your link would be something like this:
 
<a href="pipedesign_welding@Web_pipedesign/pipedesign_welding_edit.fwx">
 
By the way, if your server supports it, you should be using script mapped URLs, rather than referencing foxweb.exe or foxweb.dll:
