FoxWeb is invoked via a Web server, so it would not be involved in the FTP call at all.  If you want, you can use FoxWeb to create a file on the fly, place it in an area of the hard-drive that is accessible via FTP and return its FTP URL to the browser.  The user can then click on the URL to download the file.  By the way, you can do the exact same thing with HTTP.

There are several FTP servers available, including one that comes with IIS and PWS.

Please be more specific.  Are you referring to the client being able to download files from the server via FTP, or are you referring to FoxWeb programs being able to download files from an FTP server?
