After I compiled my applications into an EXE file and copied it to a new machine, do I need to install VFP on the target machine?

I assume I have to, otherwise I got the error message:" Cannot locate the Microsoft Visual FoxPro support library."

What is the support library? Can I just copy Foxtools.dll to somewhere on the user's machina?
