FoxWeb must run on a computer that has a Web server installed.  Obviously you will need a way to connect from your browser to that Web server, but if you are in an intranet environment, you don't need an Internet connection.
 
Also, during the development phase, you can run your Web browser on the same computer as the Web server and test your scripts on a standalone server.
