No server is necessary for testing!
If you write your controlling structure correctly, it is indeed possible to run and test your FoxWeb pages/scripts without using a webserver or browser. The obvious downside is that it all happens locally on your computer. One example of it's use is generating 5,000 .html documents and emailing them, as attachments, to your customers without user intervention.
To be honest, the mechanism doesn't use FoxWeb itself (so I'm not disagreeing with FoxWeb Support, below, but it does mean you can test your FoxWeb scripts offline (particularly if your webserver is locked away behind some bureaucratic door and the sysadmin is a mean bastard).
Is there much interest for such a beast?

FoxWeb must run on a computer that has a Web server installed. Obviously you will need a way to connect from your browser to that Web server, but if you are in an intranet environment, you don't need an Internet connection.
Also, during the development phase, you can run your Web browser on the same computer as the Web server and test your scripts on a standalone server.
