I am getting a similar message.  I've been testing FoxWeb in application mode.  When I check "Run as a Service" and then "Start FoxWeb", I get a FoxWeb pop-up dialog that says:
 
"Unable to Start FoxWeb Service.
Check your user rights."
 
 
This machine has been running FW 1.29c for years.  I made no changes to the user account it runs under.  At the same time, FW 1.29c is running as a service using the same domain user account on the live server.
 
The Event Viewer System log reports, "Timeout (30000 milliseconds) waiting for the FoxWeb service to connect. " and then another event, "The FoxWeb service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.  "
 
Any suggestions?

Just recently downloaded the Foxweb 2.6 trial version and installed into a Windows 2003 server with IIS6.
 
After installing foxweb, I was unable to run the services in the services applet of the control panel.
When I click to start the service in returned an error pop-up message :
 
Could not start foxweb service on local computer.
 
Error 1053 - The service did not respond to the start or control request in a timely fashion.
 
From  the previous postings in the forum, I read that I will need to add an application extension
in the Internet Services Manager. Is the above message related to the application extension in
the Internet Services manager as I have not added it yet? Please advise. Thank you
