This is a bug in the FoxWeb Control Center version 3.0 and 3.1. You can force any value you want (as long as you have enough memory), by modifying the registry:
HKLM/Software/Aegis Group/FoxWeb/CurrentVersion/BufferMemorySize
We expect to fix the bug in the next release.

I have 7 channels and wanted to allocate them 200mb of ram each, but am unable to enter a buffer size of 1400. It is limiting me to 999. Any reason for this limit.
