FoxWeb gives you access to the HTTP request and response data, so you could manually process it to support SOAP-style web services. Alternatively, you can use the techniques described here: http://msdn.microsoft.com/en-us/library/ms917487.aspx.

 

By the way, if need to support Web Services requirement, but are not restricted to SOAP, it would be much easier to implement RESTful web services.
