FoxWeb 4 on 32-bit Windows 2008 is a supported configuration.
 
Running FoxWeb on a 64-bit version of Windows is possible, but there are a couple of configuration issues associated with it. If you search this forum for "64-bit" you will see several posts discussing these issues and how to work around them.

well i was running 32 bit server 2008 r2 cause i thought running foxweb in a 64 bit OS was not possible? are there any issues with 4x and 32 bit 2008? Is it possible to run foxweb in a 64 bit s2008?

This is the reason why the Run as a Service box is not enabled. With FoxWeb 4 you could run as a service under Windows 2008 (but there are some compatibility considerations, when it comes to 64-bit versions).

 Will FoxWeb run as a service under server 2008? I can't seem to get the run as service box to enable. Just upgraded from 2003 where there were no issues. I'm sure Im missing something obvious.
